California has enacted legislation that requires “green tariff” programs developed by electric utilities allow customers to subscribe and receive a reasonably estimated bill credit and bill charge, as determined by the Public Utilities Commission, for a period of up to 20 years. Under the current programs, the term is limited to one year, with an option for renewal.
