NY: Major consolidation of state’s renewables, efficiency programs underway

The New York Public Service Commission has requested comments (Case No. 14-M-0094) on NYSERDA’s Clean Energy Fund petition, filed in September 2014. The CEF is essentially intended to consolidate numerous state-level renewables and energy efficiency programs and processes — including New York’s Renewable Portfolio Standard, New York’s Energy Efficiency Portfolio Standard, and NY-SUN — into a single, coordinated, clean energy support mechanism. The PSC has indicated that NYSERDA will file a supplement to its initial proposal by February 20, 2015. The supplement will addresses future programmatic information and budgets in 2016 and beyond, including:  (1) the role of the NY-SUN programs within the CEF; (2) how the portfolio of programs may be evaluated and adjusted over time; and (3) options for extending the current Main Tier RPS program and consideration of alternative approaches.

Initial comment opportunities are limited to various near-term budget reallocation provisions. The deadline for comments on the supplement will be March 20, 2015.
