NY: On-bill energy financing program proposed

Legislation introduced in New York (S 3941) would establish a non-residential on-bill financing program to support the installation of clean energy technologies. The definition of “clean energy technologies” includes both renewables and demand response, potentially including energy storage. NYSERDA would be tasked with administering the program and developing standards for a cost-effectiveness evaluation, while the New York Public Service Commission would provide additional oversight associated with billing and collection. The program would apply to customers of the state’s major investor-owned utilities and LIPA.
