PA: Bill aims to resurrect solar rebates

Fresh legislation introduced in Pennsylvania (H.B. 200) would resurrect and provide a dedicated funding source for the Pennsylvania Sunshine rebate program, which expired at the end of 2013. The new program would provide a rebate of 10% of the cost of the first 10 kW for a residential solar PV system. For a commercial or non-profit system, a rebate of 10% of the cost of the first 100 kW would be available. The new funding source would raise the gross receipts tax on utilities in order to yield around $25 million annually. (Solar-thermal systems are explicitly eligible for rebates, but the rebate levels are based on kilowatt capacity.)
