PA: PACE legislation introduced, authorizes 3rd-party ownership

S.B. 1069 would allow municipalities and counties to establish PACE financing programs that support energy efficiency and renewables projects for retrofits and new construction. Local governments may designate more than one district, as well as “Sustainable Technology Assistance Zones,” and may issue bonds to support PACE programs. The bill also allowing local governments to jointly implement or administer a PACE program, while allowing the Department of Community and Economic Development to establish an incentive program for local governments that agree to jointly implement or administer a PACE program. In addition, S.B. 1069 authorizes PACE programs to allow “owner-arranged financing,” including 3rd-party leases and power-purchase agreements, for eligible projects.
