PA: Utilities seek to inflate fixed customer charges

PPL Electric has filed a rate case application seeking an annual revenue increase of $167.5 million, accounted for in part by hefty hikes in fixed customer charges proposed by the utility. For residential customers, PPL has proposed raising its fixed charge from $14.13 per month to approximately $20 per month. For single-phase general service (GS-1) customers, PPL has proposed raising its fixed charge from $16 per month to approximately $24 per month. PPL also indicated that it intends to convert its current Smart Meter Rider (SMR) from a volumetric charge to a fixed charge.

PECO’s rate case application requests an overall annual operating revenue increase of $190 million. PECO has proposed raising its fixed monthly charge for residential service by 69% (from $7.13 to $12.02), and creating a Capacity Reservation Rider that would apply to customers with on-site DG systems ranging from 100 kW to 10 MW that operate in parallel with the grid.
