A bill that would restrict the eligibility of photovoltaic (PV) systems to comply with Pennsylvania’s solar carve-out is creeping ahead. H.B. 118, which recently passed the Senate and now resides in the House Rules Committee, would add new language to the solar carve-out within Pennsylvania’s renewable portfolio standard (RPS) by requiring new PV systems (and existing PV systems that renew contracts) to:

• Directly deliver the electricity generated to a retail customer of an EDC or to the distribution system operated by an EDC operating in the state and currently subject to the RPS;
• Directly connect to the system of an electric co-op subject to the RPS; or
• Directly connect to the transmission system at a site within the service territory of an EDC operating in the state.

H.B. 118 is apparently designed to bolster Pennsylvania’s sagging solar renewable energy credit (SREC) market, and to attract more in-state solar development.
