Massachusetts’ two-year legislative session is winding down and legislators are getting serious. EQ Research has tracked 105 bills in the Commonwealth this session, and now we are really just watching one: S 2564, An Act to Promote a Clean Energy Future. This whale of a bill passed the Senate mid-June–It amends the net metering statutes, increases the RPS, establishes an energy storage mandate, amends the GHG emissions laws, promotes offshore wind…and more!  It is currently in the House, set for further negotiation. By the end of July, we will know whether this ambitious omnibus legislation is beached or turned loose, Free Willy style.
