CA: FERC approves tariff revisions allowing energy storage

The Federal Energy Regulatory Commission has issued a letter order accepting tariff provisions proposed by the California ISO, effective October 1. The approved tariff revisions allow non-generator resources, which may include energy-storage resources, to submit their state-of-charge as a bid parameter in the day-ahead market and self-manage their state-of-charge and energy limits. The approved tariff revisions also establish three performance methodologies to accommodate sub-metering, and allow CAISO to ascertain demand response performance based on the gross load independent of behind-the-meter generation, the behind-the-meter generator output itself, or both.
