PURA has identified Eversource, United Illuminating, the Office of Consumer Counsel Protection, the Department of Energy and Environmental Protection, and all electric suppliers licensed in the state as participants in its review of net metering credit banking. Due to a high volume of recent customer complaints, PURA initiated this docket to review the banking policy for customers’ net metering credits, including when and how kWh generated by net-metered customers are accrued, banked, used, priced and reimbursed, particularly when customers move from supplier to supplier. The complaints pertain to concerns customers have conveyed regarding when they switch electric suppliers, and how credits are paid for banked kWh when a switch occurs.
