DC: RPS revised; solar permit fees set

The District of Columbia has enacted legislation (B20-750) that makes permanent certain revisions to the District’s renewable portfolio standard and solar permitting process that were established by temporary legislation enacted in July 2014. The new law allows solar facilities larger than 5 MW and located on property owned by the District (or a related agency) to qualify for the existing RPS solar carve-out, and allows solar facilities that do not qualify for the solar carve-out to qualify for the RPS as a Tier I resource instead. For residential and commercial solar PV systems up to 15 kW, permit fees have been set at $250 and $300, respectively. For larger systems, the fee is calculated based on the system’s capacity.
