DE: New law restructures SEU, shifts focus to efficiency

Delaware has enacted legislation (S.B. 150) that restructures how the state’s Sustainable Energy Utility is administered, and which requires the development and implementation of cost-effective new energy efficiency programs, including on-bill financing, PACE programs and other financing mechanisms. The new law eliminates SEU support for and ties to the state’s customer-sited renewables rebate program and target levels previously required to be established and operated by the Delaware Division of Energy and Climate. This bill also eliminates SEU’s collection and negotiation of renewable energy credits and solar RECs.
