The Public Utilities Commission has launched a proceeding to address the management of net-metering application queues as utilities approach their respective share of the statewide aggregate net-metering cap of 50 MW cap. New Hampshire Electric Cooperative evidently already exceeded its share of the cap. Specifically, the PUC intends to examine the meaning and effect of the phrase “first-come, first-served” with respect to the cap in the applicable statute. In addition, this proceeding aims to develop standard guidelines for utility management of net-metering applicant queues. It will also examine interconnection requirements to determine if uniform interconnection queue management procedures would be useful in managing applicant queues.
