AEP has filed an application with the Public Utilities Commission of Ohio to adjust its baseline for 2014 for the purposes of calculating RPS benchmarks. In June 2014, PUCO staff recommended allowing AEP to adjust its baseline for economic development customers receiving discounts through the utility’s Economic Development Rider. According to AEP, the baseline should be adjusted from 15.6 million MWh to 13.4 million MWh, thereby lowering the number of RECs needed to meet the state’s 2.5% RPS requirement for 2014 from 390,230 to 335,604, and lowering the number of solar RECs required for 2014 from 18,731 to 16,109.
