Oh, Canada! Net metering policy adopted

The Canadian province of Newfoundland and Labrador has established a policy framework for net metering, a commitment originally included in the Provincial Government’s 2007 Energy Plan. The new programs — when implemented by utilities — will be available to residential and general service customers with renewables systems up to 100 kW, not to exceed the customer’s load. A customer’s net consumption will be billed using retail rates consistent with those that apply to a non-net metering customer of the same size, type and location. After each monthly billing period, a customer’s net excess generation will be credited to the customer’s next bill as a kWh credit. Annually, net excess generation will be settled with a cash payment or bill credit at the retail rates used to determine the bill for the customer’s net consumption. There is an aggregate, province-wide program cap of 5 MW.
