PA: PACE financing bill introduced


Pennsylvania lawmakers are weighing legislation (S.B. 234) that would authorize municipalities and counties to establish Property Assessed Clean Energy (PACE) programs for commercial and industrial projects. These programs could support renewables, energy efficiency and/or water-efficiency improvements around the state. Local financing or “owner financing” — which includes the use of 3rd-party power-purchase agreements (PPAs) — may be used to issue bonds to finance PACE program projects.
