A major electric utility has filed a petition for declaratory order to resolve uncertainty regarding whether a 4.6-MW renewable-energy system proposed by a developer qualifies for net metering. Based on the information provided in the application for interconnection and net metering, PPL Electric has concluded that the proposed renewable-energy generator lacks independent load and would violate the Pennsylvania Public Utility Commission’s “Third-Party 110% Rule.”
For these reasons, PPL denied the developer’s request for net metering, and it has asked the PUC to affirm its decision to do so. The developer disputes PPL’s decision.
