RI: Major renewables incentive program to launch in June

The current incentive levels, program tariffs, solicitations and enrollment rules for Rhode Island’s new Renewable Energy (RE) Growth Program are now available. Applications for Small-Scale Solar Projects will be accepted beginning June 15, 2015. Applications for all other systems eligible for the RE Growth Program (i.e., PV systems over 25 kW, wind, hydro, and anaerobic digesters) will be accepted in August. Here is a summary of the incentives available under the RE Growth Program:

  • For Small-Scale PV systems (i.e., up to 25 kW-DC), the annual enrollment target is 3 MW. The standard PBI/ceiling price range is $0.298/kWh to $0.4135/kWh, varying by system size, tariff length and system ownership. The tariff term is either 15 or 20 years.
  • For Medium-Scale PV systems (i.e., 26 kW-DC to 250 kW-DC), the annual enrollment target is 4 MW. The standard PBI/ceiling price is $0.244/kWh for a 20-year term.
  • For Commercial-Scale PV systems (i.e., 251 kW-DC to 999 kW-DC), the annual enrollment target is 5.5 MW. The ceiling price is $0.2095/kWh for a 20-year term.
  • For Large-Scale PV systems (i.e., 1 MW-DC to 5 MW-DC), the annual enrollment target is 6 MW. The ceiling price is $0.1670/kWh for a 20-year term.
  • For wind-energy systems (1.5 MW-DC to 5 MW-DC), the annual enrollment target is 5 MW. The ceiling price range is $0.182/kWh to $0.2275/kWh, varying by system size and federal ITC/PTC use. The tariff term is 20 years.
